The continuation of the successful computer science training programme by Delta Cultura association will be no longer possible in the future because of the behavior of the director of the CEFP in Assomada, Paulino Moreira. For months the salaries and certifications for the graduates are held back by the CEFP. Other training organizations obviously are having the same experiences.
In Summer 2009 during a meeting between Dr. Madalena Neves, the minister for work, family and social matters and Delta Cultura Cabo Verde association we determined that the young people of the community so far had no possibilities to receive professional training in Tarrafal. For this reason Delta Cultura developed a professional computer science training in Tarrafal, for which we cooperated with national Institut for education and professional training (IEFP). The IEFP would be represented by the center for education and professional training (CEFP) in Assomada.
The first training programme was financed by Delta Cultura and done independently. For the payment of the trainers wages the CEFP was responsible.
Eight young people from Tarrafal concluded the training with large success and have since then have substantially better prospects on better paid occupations.
However in the process of co-operation with the CEFP appointments were not held and promises were broken. Till today, seven months after beginning of the three-month training, neither valid diplomas were handed out to the trainee nor were the wages paid for the trainers.
Questioning by Delta Cultura new apologies for the break of the promises are given. Handing out the diplomas and the payment of the wages are promised time and time again by “the end of the week”. Representatives, assistants and employees of director Moreira point out that the exclusively responsible director does not give them the necessary documents. The treasurer of the CEFP Assomada told Delta to Cultura on 13 July, there are problems with payments and diplomas of all training, which have been accomplished with partners in Chao Bom (community Tarrafal) and Tarrafal. Thus the hinderance of the training programme is not an individual case. The reasons for it being so were known to the treasurer of the CEFP Assomada.
